   On January 23, 2026, the Third Session of the 13th Henan Provincial Committee of the Chinese People's Political Consultative Conference was grandly convened in Zhengzhou. Chen Bin, as the President of the Argentina-China Chamber of Commerce and Industry, attended the entire meeting, focusing on core topics such as "high-quality development", "empowerment of the private economy", and "improvement of people's livelihood and well-being". He actively performed his duties and offered suggestions, demonstrating the responsibility and commitment of private entrepreneurs in serving the overall situation in the new era.


Based on "Qi" (entrepreneurship): Speaking up to boost confidence and expand space for the private economy

   During the meeting, President Chen Bin, based on his long-term practical observations from the front line of the industry, submitted two proposals, namely "Suggestions on Optimizing the Development Ecology of Private Enterprises to Stimulate Innovation Vitality" and "Promoting Collaborative Upgrading of the Industrial Chain to Assist in Building Henan into a Strong Manufacturing Province", which attracted the attention of the attending committee members. He pointed out that currently, the private economy in Henan contributes more than 60% of the province's GDP, over 80% of employment, and more than 90% of market entities, making it the "main force" for stabilizing growth and promoting innovation. However, some small and medium-sized enterprises still face challenges such as financing difficulties, rising factor costs, and weak industrial chain support. "It is necessary to 'loosen the restraints and reduce the burden' and 'provide blood transfusion and empowerment' for private enterprises through targeted policy support, building a collaborative platform of 'government-industry-university-research-application', and improving a gradient cultivation system."

   During the group discussion, Chen Bin highlighted that Henan is accelerating the construction of a "strong manufacturing province". As the "capillaries" of the industrial chain, private enterprises should play a more pivotal role in advantageous industries such as new energy vehicles, electronic information, and new materials. "It is suggested that the government should establish a platform for 'leading enterprises + specialized, refined, unique, and innovative enterprises' to connect, promoting the integrated development of large, medium, and small enterprises through order sharing, joint technological research, and talent cultivation, allowing private enterprises to 'take the lead' in industrial upgrading."


People-oriented: Focusing on people's livelihood concerns, seeking practical measures and tangible results

   Beyond the economic field, President Chen Bin also cast his eyes on hot issues related to people's livelihood. Addressing issues such as the insufficient supply of grassroots elderly care services and the disconnection between vocational skills training and industry needs, he jointly proposed several motions with other committee members, including "Suggestions on Strengthening the Construction of Community-embedded Elderly Care Service Stations" and "Deepening Industry-Education Integration to Cultivate Skilled Talents Suitable for New Productivity". He called for "incorporating elderly care services into the overall urban renewal planning, encouraging social capital to participate in the construction of community elderly care facilities; and promoting the joint establishment of 'Industry Colleges' by vocational colleges and leading enterprises, making skills training more market-oriented and grounded in reality."
